Have just acquired one of these but having probs learning to drive it. Second hand it did not come with a user handbook.
How do I get my ISP (www.iportal.cytanet.com.cy) onto the screen as an app?
I have the device working OK on WiFi into my ISP provided modem.

Is it WiFi wireless or Cellular?

If you can already connect, why do you want it as an app?

The WiFi is from the CYTA router.
I have been on the websites but didn't get what I wanted.
Let me explain a bit more. sri if I am a bit simple/slow on this stuff.
What I want is to have some Apps on the screen, just like I have Shortcuts on my desktop PC.
On the PC I can connect to a website, and create a shortcut.
First job is to have CYTA's homepage as an App on the iPad screen (www.iportal.cytanet.com.cy).
Then one for my wife's email provider (www.gmail.com).
Any advice appreciated.
Where do I find the manual on the iPad itself?

Still having problems.
On the iPad Mini 4 how do I connect to a website address, e.g. www.gmail.com?
Never mind the Apps etc. Just how do I make a normal internet connection?

try use Safari [app] eg Internet Browser from Apple
