Hallo
Can anyon tell me please about the drill to be followed regarding changing address on existing 5 year residence permit?
What documents need to be brought to where in Paphos (am b ased near Polis)?
Existing permit valid until 2.2012.
however, one original permit has been lost and owner only has a photocopy of the original. So what happens now?

Actually, I completely forgot to change the address on mine - which I realised last month I should have done 3 years ago - but have been happily using it for this and that, and nobody's said a thing, including the police to whom I have to submit it for my good character! I have my appointment for my new permanent one, so I suppose it'll get done then.

Since arriving i have setup a limited company, registered with Social Insurance and registered with personal income tax all without problem but when applying for a family benefit last year was unable to succeed due to the incorrect immigration paperwork !! i then had some 'troubles' with immigration and specifically obtaining my 'residents permit' and because of this contacted the ombudsman over 12 months ago. 6 weeks ago they contacted me. The basics of the letter read that the 'residents permit' issued under the Immigration Law 92(I)/2003) (which were active for 5-years) are NO LONGER VALID since the harmonization of Cyprus legislation with Directive 2004/38/EC. The new law requires EU citizens merely to register with immigration and obtain a 'certificate of registration' which are of unlimited validity. They advised me to contact immigration to start from scratch.

In these days of computerised systems i cannot see why a mass mail wasn't sent to all immigrants using the addresses on the resident permit application asking them to come in and re-apply. Anyway, the result is the old law was in affect until February 2008 and the new one since then, so anyone with a 'residents permit' and not a 'certificate of registration' needs to goto immigration and apply again.

I had heard this from a number of, sometimes reliable - sometimes not, sources. It's good to get chapter and verse. I agree that we could have been told, possibly by a newspaper advert if not direct mail. I can't understand why we weren't. I still have my old brown booklet with a receipt in it, nothing else. Has anyone actually gone and re-registered as described above? If so, how did it go?

Also, does this mean the new certificate replaces the old temporary and old permanent residency certificates?

Yes, I would be interested as well - I also have my brown booklet, but never did receive the pink/yellow slip. I registered with immigration in 2007.

Same as me. The Ombudsman letter is specific, what we have is no longer valid, we need to apply again.

My understanding from the Ombudsman and from someone in Paphos Immigration Dept is that if you are in possession of a 5-year resident permit then it is no longer valid. Also to be pedantic, the new one won't simply replace the old one, you re-apply and follow the process as a new arrival would - ie you can't turn up waving your ARC about expecting to fast-laned through. i don't know about any 'old permanent residency certificates',

I was there yesterday morning. I have an MEU1 to fill in, list of documents that require presentation etc but i don't know how far in advance appointments are though (sometimes nepotism rocks ).

Big Dutch is quite correct.

Only the new yellow slip without any expiry date is valid.

Although the new yellow document (A4 ) size is only a certificate of registration immigration require you jump through all the hoops as before.

Thousands of people are living here on old pink and yellow slips and have no intention of re-applying. Well good luck to you and I hope you never get into any trouble because technically you are living here illegally.

In 2006/7 Cyprus immigration got into a right stew over the back log of permit renewals - they did not know who was who and were months and months behind. They scrapped all pending applications and started again with the new system, which is computerised. You ID card is in fact a shortcut to bring up all the yellow slip/ voting/health records Cyprus holds on the individual. Thus you need to re-apply as immigration have probably lost scrapped all records of your previous residence.

Thanks for that guys. One final thought. I have an ID card, so does that change anything? There must be a record of me as a result of that, so perhaps I am legal????

As far as I know Dudley - they never wrote to anyone - those who paid for the renewal just lost out.

And now it seems they are expecting everyone to reapply and of course pay again .

I satisfied the immigration by applying for residence in 2007 when I moved to Cyprus ~ I've got my brown booklet and a ID card ~ as far as I'm concerned I have done everything required to be legally here that is until they ( the immigration ) tell me otherwise and you can be assured that I'll want my CY£25 back

I'll wait and see what happens because I certainly won't be chasing them .

Do I go to Immigration in Paphos to make an apointment to change my address? Do we both have to go or is one of us enough? thanks for any feedback. I am bracing myself to go soon...

You go to immigration and make an appointment for between 2 & 3 months time - that is the wait. You both go with your UK passports to make the appointment.

Immigration reception gives you a list of all the paperwork you must have (and there is lots) when you come back in about 3 months time to see an officer. At that meeting, if everything is in order you get a new yellow slip there and then, valid forever. The cost is much less than before maybe €10, can't remember exactly.

Once you have the yellow form and only if you wish, you can go to an office in the District office building and apply for an ID card. You don't have to hold an ID card but it saves you having your passport with you at all times and makes visits to banks and government offices much easier.

Once you have the ID card and you have been here in Cyprus 6 months, you can then apply to vote in local elections at another office next to the ID card office.

One British + one Belgian passport actually. I shall go on my own though initially when go to ask for appointment. Fancy 2-3 months wait. In Larnaca we only waited about one week!
I would definitely opt for the I.D. card. So much easier to carry around since so much smaller.

Its not just Cyprus immigration you need to advise of change of address. We were rather slow in advising a C of A to the UK pensions, and a letter was returned to them marked 'gone away' Our monthly pension was immediately stopped, and we are now awaiting the paperwork to complete, to have our pensions re-instated. As always they are not in a hurry to expedite these matters !
