Makes no sence , bus drivers seem to do it at bus stops too . Surely everyone knows a bus stopping at a bus stop means people will get on and off.
As my wife says , do they need to make it out of wood and paint it red , surely if people put their phones away in the boot and stopped playing with all the dashboard toys maybe there would be time to concentrate on the road !

I wouldn't be surprised if the vehicle behind would then try to overtake with the driver assuming the car with the flashing hazard lights had broken down.
Especially if, in the meantime, the lights had changed to green and the car didn't start to move away rapidly as well bearing in mind that in this case it was a learner driver as many don't want to be behind them.
Many times I have seen cars drive through pedestrian lights that are still on red after the pedestrians waiting there have crossed - they don't think there may be someone about to dash across the road.
As an aside, seeing as we are discussing pedestrian crossings, I do wish the lights took longer to change from green to red when a pedestrian pushes the button. Keep expecting the car behind to go shunt me through and that would be rather messy if people were passing in front of me!
