It's a theremin. There's also a thing called an ondes martenot which is similarly eerie!

Marvellous.

When I was in Liverpool last February, there was the most amazing Polish New Orleans jazz troupe playing outside the post office - to the huge enjoyment of a very large crowd - and there wasn't even a festival on! This is very similar, except the weather's better:
