I have been in contact with Nigel Howarth regarding a question on rural building.
I do not wish to go into details on open forum but would like an answer on one specific point, hopefully from Haris.
Nigel tells me that, as I suspected, there was a new law passed earlier this year which limits developments in rural areas in an effort to halt "sporadic" building.
He believes the details of this law were published in the Cyprus Gazette. (In Greek)
I would be like to know whether this new law included a clause regarding the minimum plot size before development can be even considered and if it did what are the "criteria" for a plot to be considered "rural". One article I have read, written by a lawyer, states..... a minimum of 1 to 1 1/2 kilometeres from a village..... :? Err OK so is it 1 or 1 1/2 minimum? it can't be both.
There have been various figures bandied about on several forums regarding this minimum size.
I would like a definitive answer if possible.

I think there will be others who are very interested in the answer to this question. I certainly am one of them. I have heard originally from Polemi Dave that you cannot now build in a rural / agricultural area if your plot is less than 4 Donums.

I will keep a lookout for any definitive replies.

Good day,

Firstly my apologies, but it has been a very busy couple of days for me.

The minimum size requirement for building is only on Agricultural land. There are also specifications about distances from the built area to the end of the plot etc.

The distance a piece of land has to be from the village to be classed as rural is not the same for every Village.

The only way to be sure is to take a copy of the title deed and confirm the details with the planning office via a Civil Engineer or Architect who deals with these issues.

Because there are other factors / specifications which must also be taken into account it is not possible to confirm an exact distance from the Village which will apply to every piece of land. This could also be why there is so much conflicting information.

I am sorry I can not be more specific on this.

Dear Haris. Thank you for taking the time to look out an answer for us regarding what is classed a a rural plot.

If a person does turn out to have land in a rural or agricultural area, do you know anything about a newish rule that you need s plot of 4 donums before you can build on it..

Thank you for this information Haris.

The level of complication and subterfuge in Cyprus never ceases to amaze me.

You would think it would be a simple matter to put an "envelope" round the built up area (available from the municipality) of the village and make everything outside that "envelope" rural. Then have a simple set of rules (island wide) regarding what you can and can't build and the minimum plot size needed. Maybe have areas where zero building is allowed to protect the wild areas.

But then I suppose that would make things too transparent. ;)

The best way for you to get the correct information is to speak with your Architect or Civil Engineer, basically somebody who deals with the planning office.
