The Cypriots have long memories so it would not surprise me if they still have it on record and when your passport details come through they may pull you at the airport. I know that they are not letting people off the Island that have outstanding fines etc against them.
You may be lucky but be prepared.

they will have been looking for you to serve you with a summons to go to court , if they have not served
a summons , you should be ok ..
but you could ask Haris in the legal section ..

If the police started with a Criminal Case against you at the Court, a notice has to be served to you by the Sherriff of the Court otherwise they can not proceed.

If they can not find you for three or four months, the Court will withdraw the case.

I can not give you more information as I do not have the case number. If you know the case number we can check through the Court to see if the case is standing or not.

I think that your friend is right. Even if they serve you with a new charge now (I do not think so), the traffic offence is so old that the reasonableness of proceeding with a criminal case is absolutely minimized.
