I'm sure it can be.

Do a Google for mobile phone unlocking with your model number.

I think Nokia phones can be unlocked with a code you can enter yourself into the phone, you can get the code for about £3-5

Sony Ericsson phones have to be connected to computer to be unlocked by means of some software, but only costs around £10 to do this.

I've had an old Nokia 6230 lying about in a drawer, got it out, put it on charge, used the site you suggested and 2 minutes later now have an unlocked Nokia 6230
