The correct name is 'tethering' (from your mobile smart phone) - some networks allow it as part of their package .. some charge extra, but I guess you don't have internet/data on your phone so won't have any packages???
I believe that Three (UK) do the sort of things that you are looking for, but maybe ask your friends as to which is the best network (for signal) where they live
