If you do not yet have your title deeds, in law, you are not recognised as the owners of your respective properties and rule enforcement, I presume you are referring to your constitution, is very difficult, the only person who can help on that front is the owner, IE, the developer.
If you do have your deeds, you can have letters issued from a solicitor concerning the rules being breached, in the case of the above, you can also do this but only with the permission of the developer.
In respect of breaches which involve noise etc. you can contact the police although I'm not sure what kind of response you can expect.
